Westbrook's Own?

When you open the school paper you find the following article written by Penelope Mandrake

Who is William Carter?
William Carter started school here nearly a month ago and we still know so precious little about him. It's been very hard for anyone to get anything out of him. Since his enrollment, he's become increasingly withdrawn. Who is William Carter?
I requested an interview with Will, but he declined. When asked why, he declined to answer that question as well. What is this boy hiding?
Then there is the issue of his powers. Electricity manipulation is fairly common. In fact our very own Bronka Hajjar has the power to light a few sparks. So what makes William's power so unique? Well, nothing. Apart from the fact that, in every aspect of description, color, intensity and origin, they match the dearly departed Mr. William Westbrook!
After doing some digging I found this picture of Mr. Westbrook when he was a teenager:

Compare that to the shot of Will Carter that this journalist took only two days ago:

Named for your father, Will? I'll bet you are.
